Many parts of China have spent a lot of efforts in industrial transformation upgrading and investment attraction, but the effect is less than satisfactory. There are several situations: First, the industries chose the same options and gather in the same policy hotspot. Whenever strategic emerging industries are mentioned, many would rush to develop intelligent manufacturing, robotics, big data, artificial intelligence, new energy vehicles, new materials, the Internet Plus and so on. Second, the policy instruments are the same. The competitions of these hot industries and enterprises are very similar; there are land concessions, tax concessions and employment assistance while in recent years, industrial chain investment promotion, as well as industry-led fund support, and government disguised participation in equity investments are added.
