For the first time in history, the European Union Chamber of Commerce submitted a written submission to the Shenyang government stating that various problems and obstacles encountered by foreign companies in Shenyang, including overly strict controls, the loss of skilled workers and the lack of competitiveness of work visas and licensing systems. It should be pointed out that China has a vast territory and a serious imbalance in its development. Some provinces might have balance issues, while others could have issues related to development. Implementing the strategic objectives in line with local conditions is probably a huge challenge in the future.
