China's National Development and Reform Commission (NDRC) and Ministry of Industry and Information Technology (MIIT) have recently released the Guiding Opinions on Promoting Green Development of Petrochemical Industry. They proposed that the layout of petrochemical industry should be optimized and adjusted, and large-scale petrochemical industrial bases should be planned and laid out in the relatively independent silts, peninsulas and abandoned salt fields in coastal areas with extensive protection and safety. The Guiding Opinions require that new chemical projects to be executed in chemical parks compliant to the rules. At the same time, the Guiding Opinions also promote the hazardous chemicals manufacturing enterprises located in environmentally sensitive and densely populated areas to move into the parks.
