A true systematic solution should include seventeen links: targeting, forecasting, technical solutions, regulatory programs, price and market assessments, advocacy, funding programs, equipment support assessments, ecological effects assessments, economic effects assessments, administrative measures programs, policy road map, third-party assessment and others.
