The halt of the construction of the subway in Baotou is a signal that the Chinese Central Government intends to control the subway construction in some cities. As the situation changes, the policy follows suit; and changes in the environment for development will cause the Central Government to adjust its objective. The enormous "financial burden" it takes to build reputation through subway construction is an unwise act in the eyes of the Central Government. With the concerns about local debt and financial risks, the Central Government would halt the subway construction. Other than innovative demonstrative city like Xiong'an New District, the mass constructions of infrastructures in other cities should be changed.
