In order to solve the issue of farmers' pension, Pingluo County in Ningxia Province is experimenting the "three rights" of the farmers' withdrawal from the land. Withdrawal from the "three rights" refers to the farmers' withdrawal of the right of ownership of their own houses, the right to use homesteads and the right to contract and lease the land to the government. The farmers who withdrew the land will be compensated accordingly. Anbound believes that since the "three rights" are only returned to the government, the relevant reforms are completely relying on the policies; there will not be solution if the market power is only limited to the government system.
