On October 23, at the press conference held in the 19th National Congress of the Communist Party of China, while discussing on the environmental supervision, the Minister of Environmental Protection Li Ganjie said that, "We strongly oppose to the so-called indiscriminate, 'one size fits all' (approach)… Even for the enterprises that violate the laws, they should be given time for rectification based on the situation, and not to be handled in a generalized manner. Only those that do not have any value, seriously pollute the environment and have no hope of remediation will be shut down".
