The report of the 19th National Congress of the Communist Party of China mentions the implementation of the "rural revitalization strategy" to maintain the stability of land contracting and that this would be a long-term changeless relationship. After the second round of land contracts are expired, they will be extended for three decades. China should deepen the reform of rural collective property right system and protect farmers' property rights and interests. It should be pointed out that the third extension of the farmers' land contract rights for thirty years reflects the government's policy intentions to stabilize rural villages and farmers in the absence of the basic system of rural land property rights.
