The Chinese Central Government and the State Council re-emphasized the role of entrepreneurs are playing, reiterating the need of protecting the entrepreneurs' assets, innovation, and autonomy according to the related laws and regulations. Letting entrepreneurs excel in their role is a contribution to the social goal of comprehensively heading to the well-off society. In order to tackle or lighten the problems emerged during its progress, China needs to keep the economic development normative; the basic philosophy is to build an economy through "laws" and “credibility”. The main theme of the 19th CPC National Congress is “construction”, and will be concentrating on the economic and social development, achieving the strategic goal of heading towards a "well-off" China. Therefore, the focus in the next five years is still the economy. The focus of the last five years after the 18th CPC National Congress was mainly on “destruction”, which refers to the anti-corruption works.
