The "Beijing General Regulations" approved by the Central Government of China and the State Council has put forward the relationship between "capital" and "city", "abandonment" and "gain", "ease" and “improvement”, as well as of "single nucleus" and "double wings". This is the first time that there is the philosophical level of systematic reflection and summary in the urban development, rather than blindly emphasizing on sacrificing the future development to protect the "capital function." Any city will have its past, and is the combination of man and history. Beijing needs to balance the function of "capital" and "city" to regain its glory and spirit.
