The last five years after the 18th CPC National Congress mainly focused on anti-corruption. It is expected that the main theme of the coming 19th CPC National Congress is concentrating on the economic and social development, achieving the strategic goal of heading towards a "well-off" China. Therefore, the focus in the next five years is still the economy. In order to solve or lighten the problems emerged during the development, China's economy needs should be seen in a larger scope; the basic philosophy is the construction of “lawful economy” and “credibility economy”.
