Xiong'an New District has proposed "3 changes “ in its new philosophy of urban development. The first change refers to the shift from city balance to land balance, the second one is the withdrawal of governments from markets to create space for private sectors, the third change refers to the alternation of property ownership controlled by a mere to public ownership. Xiong’an New District will not implement land financing, which means the government will no longer sell lands for revenues. The using right of a land is shared by the government and the people; real estate developers will be limited to the role of contractor building property rather than as distributor of houses. Property can be sold or rented with public rental housing taking the largest proportion. These are recognizable reform, yet one still needs time to observe its impacts.
