China has finished designating permanent basic farmland

The Ministry of Land and Resources and Ministry of Agriculture announced that China has finished designating permanent basic farmland since the end of June 2017. The designation of the permanent basic farmland conserved a total of 1.550 billion acres of farmland, exceeding the original target of 1.546 billion acres. From the relevant regulations and clauses, these farmlands do not seem to be immune from commandeering by the state for its major projects. From the perspective of a think tank, the definition of "major projects" and “boundary” should be interpreted and outlined, and a segregation of farmland should be in place to fill up the loophole.
