The revival of Interim Measures for the Administration of Allocated Land Use Right announced in the "Several Opinions on Improving Supply Management of Land" has brought a lot of attention. In the second half of the urbanization in China, the local governments have altered the way of thinking; rather than perceiving property market as a commercial and profitable project, it is now considered a mean to strengthen the local community and the public service. With the help from governmental interventions, the economic and financing character of state-owned land will be faded, and this will be a significant trend.
