The preliminary plan of the first Special Cooperation Zone in the country—Shenzhen-Shanwei Special Cooperation Zone—has been approved by the Guangdong Provincial Government. The Shenzhen-Shanwei Special Cooperation Zone is now officially the agency of the Shenzhen municipal government and the overall management of construction work will be led by Shenzhen along with the management of personnel, while administrative divisions will still be under the jurisdiction of Shanwei City. For a period of 30 years, the Shenzhen-Shanwei Special Cooperation Zone will hold authority over city management at the prefecture-level. This is actually a form of escrow to implement a version of output reform by the government administration.
