Under China's New Normal economy, all local authorities are looking for new drivers to stimulate the economic growth. However, the problem of such drivers is related to the problem of elements of productions, and in its essence timing does not bring differences to the elements; the effectiveness depends on the complementary policies. The deviation of complementary policies’ direction and boundaries constraints determine whether the policies could bring forth economic and industrial growth.
