During a meeting, the Central leading group for comprehensively deepening reform concluded that governments have to stand on a heightened starting point to design and push for reform and determinately implement the thorough reform. The Central government will first initiate systematic reform in the juridical system in Shanghai, prompt counties and cities to implement the "Main Functioning Zone" strategy, then continue to formulate and improve the planning of urban space. The meeting also emphasized the need to establish evaluation mechanisms to track the implementation of the reform, to monitor the objectives of the reform that have not been fulfilled or have not achieved the expected outcome. It will continue to be implemented after the 19th session of national congress of the Communist Party of China.
