ANBOUND

There are at least 20 Chinese government officials at mid-level and high-level in charge of local government financing platforms who have been investigated in bribery cases since the beginning of 2023. In China, the so-called 'Urban Investment Group' is the major investment and financing vehicle for urban development and public facilities construction directly owned by the municipality's SASAC.

The similarity of these cases includes:

1) a wide coverage across more than 10 provinces.

2) most of persons under investigation, who were first- or second-in-command senior executives.

Generally, they were involved in the following matters. Firstly, those executives took advantage of their companies' that manipulated project contracting and public policies. Secondly, regional authorities earned illegal profits. The third is in violation of regulations to have received intermediary fees, i.e., "advisors' fees", "consulting fees" and "service fees".
