Recently, some domestic institutions declared that credit ratings are to be conducted on the local governments as well as their related debts. On this, Anbound believed that such a way needs improvisation due to the fact that local governments' credits would usually be backed up by the central government since there is an absent of bankrupt mechanism among local governments. Therefore, while it is technically easy to credit local governments, tangible prerequisites are still needed for the functioning of the credit ratings.
