The Third Plenary Session of the 18th CPCCC May not Focus on Land Reform
ANBOUND
Although there are many pilot land reform programs in rural China, the possibility for a breakthrough in the land reform agenda remains low in 2013. It is revealed that the Third Plenary Session of the 18th CPC Central Committee will result in an ideational framework instead of implementing substantive land reform measures on the ground. Anbound's research team believes that new land reform measures may contradict the existing constitution and this is a huge problem that we have to deal with.
