For China, refugees are not immigrants

The identification of "refugee" status in international law is based primarily on the 1951 Refugee Convention 1967 Protocol. The Chinese government has signed these two documents in 1982. While Chinese law shows the position and attitude of giving refugee shelters, China does not have a clear and unified refugee administration authority, nor does it have any laws or policies that allow non-Indo-Chinese refugees to "integrate" in place.
