Grassroots government the cornerstone of stability

As China is currently looking into reforming the government administration system, Anbound believes that from the perspective of the governmental functions and the ability to mobilize resources, China's government administration system can be divided into five levels: central, provincial (autonomous regions and municipalities), provincial city (specially designed cities), district (township), county (town); these can be divided into three levels, namely the central government, provincial and municipal governments (provincial and land) and grass-roots government (county, township). The grassroots-government is especially important to ensure the well-being of the people, but will also bear the enormous pressure; its effective operation is depending on solving three problems: expanding the grassroots government authority and moderately decentralizing "autonomy" power; expanding the county-level government financial resources, allowing the county-level financial retention; reforming the assessment mechanism, and transferring power from top to bottom.
