According to the current plan, Xiong'an New District and Tongzhou subsidiary center will form the new wings of Beijing's development, and share the task of easing Beijing's non-capital functions. We believe that in this ease of functions, Beijing should consider two matters. First, Beijing as the capital should consider the political aspect. Beijing has absorbed the talents, capital, water resources, investment projects, causing huge gap between Beijing and Hebei. Therefore easing Beijing’s non-capital functions and promoting the development of Beijing-Tianjin-Hebei should be a political mission of Beijing. Next, Beijing should consider the economic aspect. If the ease of functions is done excessively, this would cause the outflow of resources. Beijing with aging population cannot bear the relocation of businesses, the loss of talents and the destruction of business environment, which will cause serious impact to North China.
