Can China establish new special zones like before?

Recently, the Communist Party of China's Central Committee and State Council have issued a notice to announce the decision to set up Hebei Xiong'an New District, which encompasses the surrounding part of the region of Hebei Xiongxian, Rongcheng and Anxin. This has caused a great sensation in the country. Anbound’s Analysts believe that the central government’s high-profile promotion of the establishment of the new district reflects the Chinese government's urgent desire to find a new space for economic development. However, the present China's economic development has no shortage of space, and the situation is different from the previous time; from the current development results, the strategy of increasing new areas to bring incremental economic development model has come to an end. Now, merely locating a place and introducing some special policies will not cause the capital to flock to the industry; such a development idea is too ideal. It must be realized that such development period has passed and the times have changed.
