"Soft integration" crucial for China's military and civilian integration

Military and civilian integration has become a Chinese national strategy. It is no longer the question if China should engage in this integration but rather the issue is identifying the problems and their solutions. Anbound researchers believe that the future of the integration of military and civilian should not only be about the "hard integration", as “soft integration” should be the focus too. “Soft integration” refers to military and civilian cooperation system reform, systematic adjustment, information exchange, and participation in decision-making. Specifically, the integration requires more opportunities of cooperation, and there is the need of the establishment of more cooperation platforms and the increase of the use of civil advanced communications and software technology. In addition, China can learn from the RAND Corporation-military cooperation model and strengthen the private think tank consulting services.
