There are diverse meritorious service recognition systems in the world, and such system is an important part of the national soft power. Standardized meritorious service recognition system is conducive to political stability and functions as a guide to the formation of social core values. So how the meritorious service system should be established? Chan Kung, the chief researcher of Anbound Think Tank, suggested that China should establish a national meritorious service system to recognize national heroes and eminent social figures by providing them titles and treatments of National Meritorious Service Academy. This should be signed and promoted by the country's President, and managed by specific institutions to promote social recognition and acceptance, which would be setting up new social role models. This is in fact, a necessary institutional arrangement for social progress.
