As the performance of the GDP is used to evaluate the performance of officials and that decides their promotion, in recent years it has become common to alter the statistics; the root of this lies in legal issues. In addition, China's statistical system is not a vertical management system, the National Bureau of Statistics only functions as a guide to the local statistical offices; the latter are not subordinated to the former. In order to reverse this situation, Anbound opines that all these are caused by the stubborn "GDP-only" stubborn mindset of regional officials, the lack of a legal basis for the environment and the statistical systems that have not yet adopted a vertical management system. It is only through changing the system and the mechanism that the statistical data can be truthful and reliable, in order to improve the efficiency of the Central Government's policies and to reduce outside world’s suspicions on Chinese statistics.
