Beijing needs to match "high-graded, precise and advanced technology" with industrial structure

As the annual plenary sessions of the national or local People's Congress and the national or local committee of the Chinese People's Political Consultative Conference in Beijing are ongoing, the sessions confirm that Beijing's new strategic direction is to develop "high-graded, precise and advanced technology". It is expected by 2020, Beijing will increase the economic ratio of “high-graded, precise and advanced technology” to 70% and above. It is also worth noting that service sector accounted for nearly 80% in Beijing’s economy. What does this have to do with the “high-graded, precise and advanced technology”? We believe that “high-graded, precise and advanced technology” economy is a policy concept, yet in reality Beijing consider it to be an industrial concept. Among the eight major sectors selected by Beijing, manufacturing industries account for most of them, and only a few belong to the service industries. For Beijing to link the city’s economic industrial structure with “high-graded, precise and advanced technology”, Beijing needs to increase its service industries.
