Decades ago, some of the lands in Wen Zhou City were granted for using 20 years, but now, they are supposed to be expired in 2017 and 2018. Regarding the question of how to extend the usage right, based on the long-term experience on land studies, ANBOUND suggests that the government could take the extension as a vital means to win the public support. In detail, special land regulation on usage right extension should be set up, and the extension can be 70 or 50 years. For every one in China, the measure will significantly strengthen their sense of security and confidence. Meanwhile, the government could introduce designed property tax, gradually swift the tax toward stocks assets, which will support the local finance and open new room for various reforms including the government reform.
