According to the senior official of China Construction Bank, the central bank is seeking opinions regarding large negotiable certificates of deposit (CD). Five large-scale state owned commercial banks have submitted relevant plans to the central bank. This indicates that the large-scale state owned banks have been silently preparing for interest rate liberalization.
