China's Central Committee's Agricultural Work Conference will be held next year; the focus of the agricultural sector next year should be transforming the past experience into policies and laws and there will not be major direction adjustment. It would be difficult for agricultural land reform issue to become the focus of next year’s rural work. However, Anbound research team believes that the key to supply-side structural reforms is the market-oriented reform of production factors, and land reform is the core of the reform of production factors; therefore on the basis of ensuring farmers' rights and interests, the next step could be expanding right to contract’s paid out and housing land’s external circulation reform experimentation, which will further eliminate institutional barriers for capital participation in agriculture management and agricultural village construction in moderate scale.
