In recent years, "campus loans" have mushroomed in Chinese universities; though this type of loan can be considered a sort of "innovation", the negative effects of this "innovation" are too dramatic, where the results cannot be controlled, which in in turn are causing social tragedies. Currently, there are still no measures from the social management department in responding to such “grey innovation”. In the Internet age, the executive and the legislature are always lagging behind. In this regard, Anbound proposes to establish an independent Social Fairness Review Committee, formed by members from the society and from institutions; this is to utilize social forces to make up for the what the administrative departments are lack of, and is able to restrain many inappropriate innovations, providing important services outside of the establishment.
