State Council's Northeast Revitalization Initiative emphasizes reform but lacked of tax cuts

China's State Council has recently released specific policies on the revitalization of the Northeast, with emphasis on reform in the Northeastern region, including promoting the reform of the administrative system; deepening the reform of state-owned enterprises; speeding up private economic development, as well as by the end of June 2017, at least a private bank should be set-up in the Northeast focusing on providing loans security to enterprises and SMEs. However, we believe that these specific policies do not involve in the implementation of the regional tax cuts in the Northeast. In fact, the Northeastern region has weaker economy, and its businesses vary heavier burden; there is an urgent need for the region to recover.
