In the efforts to address overcapacity, reduce inventory, deleverage, lower costs, and bolster areas of weakness, the environmental protection supervision also plays an important role, as many industries involving in overcapacity are also those that cause greater degree of environmental pollution. We also learned in the local research, we understand that the Ministry of Land and Resource and the Ministry of Ministry of Environmental Protection are influential in local development, where both ministries are said to have a veto on local investment projects. Grass-roots local leaders are now feeling the pressures on the land and environmental protection issues. In the past, the softer approaches were having difficulty to be implemented, and now the approaches are getting tougher.
