Recently, Vice General Manager of CNPC Wang Yongchun is under investigation over severe disciplinary violations followed by Xu Long, the President and General Manager of China Mobile Guangdong Branch. The endless corruption in SOEs reflects the weakness of government system. If the reform on SOEs is executed and they no longer being controlled by the central government, then mutual fund should be established to control SOEs via ownership sharing in order to reduce the level of corruption amongst the SOEs.
