High-speed railway has become a typical achievement of China's development. It is for this reason that when Chinese leaders promote scientific and technological projects to other countries, the high-speed rail would be the rare pet project. However, China's high-speed rail operation and management problems have begun to emerge. Because of this, in the Chinese leaders to promote the scientific and technological content of the system project, the high-speed rail is a rare baby items. But China's high-speed rail operation and management problems began to emerge. First, there is an increasingly serious problem of service decline; the second is the gap between construction and operation has become wider; the third is there is an increasing incompatibility between the hardware and services. This does not match well with the hardware construction of China's high-speed rail; as Chinese is moving towards to consumption and service society, the services of high-speed rail should be improved and strengthened.
