Northeast China's investment environment is considerably problematic, as shown in various field observations. For a work to be executed, many cadres would use any means to meet the targets, causing the environment in Northeast China to deteriorate. The root cause lies in the methods and mentality where certain people would use dishonest ways to accomplish the goals. The 6th Plenary Session of the 18th Communist Party of China shows the correct spirit of insisting adopting rightful means; even though this might take longer to accomplish the goals, it will create a better greater environment for future's benefits.
