In the past two years, the situation of Chinese governmental officials has continued to be weakened. On the surface, the civil service personnel turnover is because of high amount of workload, lower benefits and high pressures; this actually reflects the increasing incompatibility between the current government system and the social-economic development. Anbound believes that the reform should be based on building these structures: (1) the government needs to reduce the number of directly financed civil servants (2) expand the development of various social organizations and social groups, and (3) pushing for market-oriented reforms. After successfully reducing corruptions, China should be determined to promote market-oriented, social and governmental reforms, and establishing service-oriented government compatible with market and social development.
