Recently, Shanghai government issued the final plan of "National Ten" and clarified that it would actively promote the establishment of highly-expected private banks. Nevertheless, the establishment of such bank requires streamline administration and decentralization. As long as it aligns with the concept of market-oriented reform, private bank would generate potential benefits.
