Although Shanghai FTZ(Free Trade Zone) has been approved by the State Council but its legal immunity still has to be ratified by the National People's Congress(NPC). Once the approval is finalized then Shanghai FTZ will become another de facto "One Country, Two System" area in China and its execution might encounter a lot of challenges.
