Recently, the issue of the merge of National Development and Reform Commission (NDRC) and the Ministry of Finance has attracted much attention. About 10 years ago, Anbound had suggested to the Chinese government that the NDRC needed to be reformed. We believe that the core objective of the reform is to promote marketization and to improve the efficiency of the economic system. The key to reform is to transform governmental functions towards public services. If there is no functional reform, the governmental reform will merely be about merge of departments and personnel adjustment.
