As Xinjiang is an important support platform for "One Belt One Road" strategy., ANBOUND research team has investigated the south part of Xinjiang and found that, the difficulties to develop Xinjiang are not "hard" factors, such as development funds, projects investment, technology or infrastructure, but a variety of “soft” issues, including employment, cultural practices, education, quality of personnel, administrative systems and poverty alleviation etc. ANBOUND suggests that Xinjiang should rebuild and improve the administration of basic-level governments or otherwise Xinjiang could not achieve long-term stability.
