The "large-scale development of the western region" as well as the “revitalization of old industrial bases in the northeastern region” are both national level programs to revitalize the regional economies and both programs received the equal, hefty funding from the central government, however, the western region is more successful compared to the northeastern region.

The research team at ANBOUND Consulting believes that this situation can be attributable to the following reasons: -

(i)The basis of the development is different. The northern region is stronger than the western region in terms of economic foundation as well as industrial foundation. Since the starting point is different, the speed of the development, will, of course be different.

(ii)The content of the development and revitalization is different. The key of the western development is to start afresh while the northeastern region is about the reform of the existing industries.

(iii)The humanistic environment in the western region differs from the northeastern region.
