China Grain Reserves Corporation (Sino Grain) has identified 110 corrupt personnel in the company. There is a saying among corrupt officials that if the people in-charge neglect their duties, having a good system will not help in rooting out corruption in the company. What the Chinese government should do is not only to identify the corrupt officials in the company, but also to evaluate China's grain reserve system and undertake the necessary reforms.
