It has been early three years since the third plenary session of the 18th CPC Central Committee first established the reform direction for State-Owned Enterprises (SOEs), however, to date, the deepening reform on SOEs have yet to make any substantial progress.

Not only that this has significantly affected the pace of the market-based reforms in China, it has also slowed down the overall transformation of China's economy.

Therefore, the research team at ANBOUND Consulting is of the view that the central government should be bold and innovative, in order to see a breakthrough in the management of the SOEs, the central government should create a pilot program for the SOEs to move away from the management of state-owned assets.

If we take this first step, then there is hope for us to propel the reform of the SOEs.
