The reform in China might be the most complex reform in the world, the population involved is by far the largest, the differences in interest groups are stark, there are many institutional constraints, the gap between urban and rural areas are particularly huge and the central government and local governments have difference in opinions too.

This is the more reason why the reform in China should concentrate on its key targets and long-term targets and strategize the reform measures based on the core targets.

We are of the view that in the future, the reforms in China should strive to achieve efficiency while delivering real benefits to our people.

All the system design, the target setting at different levels, the reform measures and means should be based on these two targets.
