The State Council issued the 10-chapter "Action Plan for Soil Pollution Prevention and Control" which has identified the goals, tasks and work allocations on soil pollution prevention and control.

The research team at ANBOUND Consulting, however, is of the view that it is extremely difficult to accomplish the action plan.

China has been struggling with the disclosure and transparency of information, up until today, the results of the investigation on the land pollution are still classified as national secret and never made public.

Besides, the local governments are also lacking motivation; the incident in Changzhou is a proof.

We afraid the 10-chapter soil pollution action plan will not succeed just like the many other plans before it.
