Since May this year, the central leadership and the authoritative figures have made several comments on the economic situation in China and offered their views on the reform of the supply front.

However, ANBOUND Consulting has noticed that some of the local governments are rather anxious over the economic development and not only that they are not confident in completing the economic targets set under the 13th Five Year Plan, they have also failed to grasp the development direction let alone understand the central government's thinking on the reform.

In fact, the problems lie with the thinking of the local governments. For the local governments, this is a question of strategy; so long as they are able to sync their strategies with the central government’s thinking, then a tactical arrangement can always be made to resolve the technical issues.
