The renewal of land-use permits is a difficult topic, and government can choose to play safe by avoiding touching this topic altogether during their term.
However, there is no way to avoid land reform.
Under the current law, the renewal of land-use rights is the process wherein the ordinary people in China apply to the state or collective owners for the rights to continue to use the land, the renewal fee can be free, low-cost or high-cost and the tenure of the renewal can be for a shorter term, a longer term or an indefinite term.
We believe that the government should provide a cheaper land-use permit to hundreds of millions of Chinese people as this is the largest public services that a government can offer to its entire people.
