The minister at the central government's Office of the Central Leading Group on Financial and Economic Affairs, Liu He, who is also the assistant director of the National Development and Reform Commission (NDRC), has provided specific guidance on the matter.

We want to point out that the specific guidance provided by Liu represents not only the NDRC’s requests on this year’s key reform works but also represents the central’s government’s expectation on propelling the reform.

The first half of this year is nearly half gone, in order to comply with the request ‘to get preparation works done by the first half of this year’, the clock is ticking fast and the reform work is a very heavy task.
